CropLife Europe’s position on Omnibus and Reducing Administrative Burden

This position paper of CropLife Europe explains the elements key to reduce the administrative burden. Here are our key messages:

 Innovation must be enabled by design: The Omnibus is a timely opportunity to streamline Regulation (EC) No 1107/2009 so farmers can maintain access to a resilient toolbox while the EU upholds its high safety standards. 

Unlimited approvals with targeted oversight can free capacity for innovation: Moving away from routine, full-dossier renewals would allow Member States and EFSA to focus resources on assessing new substances and conducting targeted reviews where genuine concerns arise. 

Avoid re-creating burden at product level: A fixed 15-year renewal cycle for products risks undermining simplification by adding workload and unpredictability; product reviews should be aligned with the targeted oversight of their active substances. 

Make implementation workable and predictable: New guidance should be developed with feasibility checks and applied non-retroactively, so requirements are clear, consistent and deliver faster access to innovation in practice.
